Florida Department of Law Enforcement (FDLE)
Starting July 1, 2025, Florida HB 975 requires almost all healthcare practitioners to undergo new Level 2 background screenings (electronic fingerprinting) upon initial licensure or renewal (FL HealthSource)
Key Changes & Requirements
~Scope: Affects nearly all healthcare professions licensed by the Department of Health (DOH), including doctors, nurses, dentists, pharmacists, and therapists.
~Renewals: If you are already licensed, you must comply with the new fingerprinting at your first renewal on or after July 1, 2025.
~Process: Licensees must use a qualified Livescan provider to submit prints, paying all associated costs. The system requires an ORI number, so applicants must ensure their provider uses the correct code to ensure the board receives results.
~Exceptions: Select roles, including EMTs, paramedics, and pharmacy technicians, are generally exempt from this new requirement unless applying through specific military pathways.
~Retention: Fingerprints must be retained in the state system and refreshed every five years.
~Effect: Failure to complete the fingerprinting will cause license renewal delays or expiration.

Non-Health 
Florida’s new background screening laws effective July 1, 2025, professionals in fields requiring high trust, such as education, child care, financial services, construction, and transportation, may need updated fingerprinting, alongside Florida professionals not previously covered by Level 2 screening (e.g., certain pharmacists, dental hygienists). 
Florida law requires Level 2 Background Screening — which includes fingerprinting — for people who have:
Direct, ongoing contact with children * Supervisory roles * Unsupervised access * Positions of trust or responsibility
This applies to:
Youth sports coaches * Camp staff * After‑school program workers * Childcare workers * Volunteers with regular contact
Anyone in a role defined under Chapter 435 (Level 2 Screening). Many organizations, insurance carriers, and youth sports associations use internal policies like:
“If you work with children more than 10 hours per month, you must be fingerprinted.”
This is not a direct Florida statute, but it is a common industry standard used to determine “regular contact.” It helps organizations decide who counts as:
“Regular contact”
“Ongoing supervision”
“Non‑occasional interaction”
So while the law doesn’t say 10 hours, the requirement to be fingerprinted absolutely applies to people who regularly work with children.
